Early Life and Education
Dr. Jay’s academic journey began at Crafton Hills College in Yucaipa. He then pursued a Bachelor of Arts Degree in Liberal Studies, with a focus on Social Science, at California Baptist University in Riverside, completing his degree in 2004. He continued his education at the same institution, earning a Master of Science in Education in 2006. Driven by a passion for equality and equity in educational leadership, Dr. Jay obtained his Doctorate in Leadership Educational Justice from the University of Redlands in 2011. He also earned a Spatial Literacy Certificate from the University of Redlands, a Chief Business Officer Certificate from the University of Southern California, and a CASBO Chief Business Officer Certificate.
Professional Experience
Dr. Jay has held numerous significant positions throughout his career. He started as a teacher, imparting knowledge to students in grades 6-12, and also dedicated three years to coaching varsity baseball, football, and basketball. His expertise expanded into teaching adults in logistics and technology, further demonstrating his versatility and dedication to lifelong learning. He also served as an Inland Football Official for over 12 years.
His administrative aptitude became evident during his tenure as Principal at Advanced Educational Services, a non-public school, as well as Principal at Inland Leader Charter School, where he oversaw students in grades TK-8. Dr. Jay implemented innovative curriculum strategies, integrated technology, and helped acquire a National Science Foundation grant with the assistance of the University of Redlands and ESRI.
Dr. Jay also served as the Chief Operations Officer at REAL Journey Academies, managing logistics, operations, and various educational programs. He then advanced to the role of Chief Finance Officer at REAL Journey Academies, where he was responsible for the budget, financial oversight, and grants for multiple departments.
In 2021, Dr. Jay became the CEO of Educational Concierges, an educational consulting firm that offers expertise in finance, curriculum, technology, special education, and more. He is also an Adjunct Professor at the University of San Diego in the School of Education, where he specifically teaches STEAM and Professional Learning Communities.

Dr. Jay’s contributions to education extend beyond his administrative roles. He has been instrumental in securing and managing numerous grants, including significant funding from the National Science Foundation and the U.S. Department of Education. His research focuses on the implementation of Spatial Thinking in classrooms, and he has presented his findings at various conferences and academic institutions.
He has published work on “Factors Affecting Hispanic High School Students’ Plans to Attend College: Highlighting Perceived Barriers and Self-Efficacy.” He has also presented several times on “Spatial Thinking Implementation in the Classroom, STEAM.” His dedication to improving educational practices is further evidenced by his involvement in multiple professional organizations and committees.

He has served as President of the Inland Leaders Foundation, Inland Action, and California Charter Schools Association Advocates. He has also served on several committees, such as Inland Action and the San Bernardino Workforce Development Board. Dr. Jay currently serves as Board President of Inland Leaders Charter School and is a board member of CHARLEE Family Care Services.
When he is not busy with his professional responsibilities, Dr. Jay enjoys a fulfilling personal life. He has been married for over 27 years to his high school sweetheart. Dr. Jay values spending quality time with friends and family, often enjoying their company in various activities. He has a passion for golfing and frequently participates in charitable events, combining his love for the sport with his commitment to giving back to the community.
